Our Services

  • Financial statement planning, preparation, and quality reviews

    This service includes all or any of the following:

    • Project Management - Developing and maintaining the financial statement plan to manage resourcing of deliverables in tight timeframes, identifying risks issues and dependencies, providing regular status updates and communicating with key stakeholders.
    • Process Controls and Governance -  Preparation of the financial statements and notes including management of the financial model, preparation or review of reconciliations and workpapers to support the financial statements, development of accounting position papers to support key financial decisions and estimates.
    • Stakeholder Management - Preparation of briefs to the entity executives and Audit Committee, assisting management clearance reviews by providing guidance and walkthroughs, external audit liaison.
    • Quality Assurance or Analytical Review - Perform QA activities including checking financial statements against the accounting standards and other regulations and policy, confirming mathematical accuracy, comparison between notes and statements to confirm internal consistency. In addition / alternatively, an analytical review can be provided to support the key management assertions of a true and faithful representation of the entities financials. 

  • Technical accounting advice and policy development

    This service includes:

    • Documenting accounting advice on specific transactions or balances to support the recognition in the entities accounts;
    • Developing key operational policies to provide clear guidance on management expectations of staff in completing their duties, such as travel and credit cards or staff debt;
    • Process development and documented procedures for managing and reconciling financial activities such as recognition and management of loans or managing leave liability transfers between entities;

  • Asset management

    • Support in processing transactions such as capitalisations, disposals or revaluations;
    • Development of procedures, accounting positions and policies;
    • Technical advice relating to leases and asset transfers as part of restructuring arrangements.

  • External budget statement preparation

    • Development or review of financial reporting for Portfolio Budget Statements and Portfolio Additional Estimates;
    • Preparation of budget adjustments and monthly profiles, including asset movements and lease accounting impacts;
    • Development of PBS and PAES models based on CBMS data.

  • Appropriation Management (incl special accounts)

    • Legislative compliance review of entities appropriation transactions and recognition; 
    • Reconciliation of appropriations and cash at bank balances;
    • Preparation of appropriation notes and workpapers;
    • Accounting advice on appropriations including additions and reductions and restructuring impacts;
    • Creation and management of special accounts and liaison with central agencies.

  • CBMS actuals and estimates support

    • Development and management of models to produce CBMS monthly and annual actuals and updates for external budget estimates including monthly profiles;
    • Documentation of procedures and processes to guide entity staff in completing required activities;
    • Review and explanation of CBMS variances and liaison with central agencies.

  • Machinery of Government Changes – finance implementation, due diligence review, reporting and advice.

    • Documenting the finance transition plan and development of monitoring activities including status updates, risk and issue logs and communication requirements;
    • Support on system changes or implementation from a financial perspective;
    • Reporting on restructures including position papers on requirements and entity decisions, financial statement note preparation and management briefs;
    • Review and recognition of appropriation transfers as well as other asset and liability transfers;
    • Due diligence review of activities completed, financial transactions recognised and reporting requirements being met.

Who we are

Jenny has over 18 years of experience in Government financial management, joining the Australian Public Service (APS) in 2005, Jenny still lives the APS values when working with clients to achieve successful outcomes. She has developed core skills in various financial areas, including government financial frameworks, financial accounting, external budgets, and appropriation management. 


Since departing the APS in 2016 , Jenny has had the privilege of working with highly experienced Government consultants to grow her specialist knowledge of financial reporting, technical accounting and restructures through roles at KPMG and, most recently, Chartertech. 


In these positions, she has successfully led engagements for both large and small agencies, offering a distinct perspective on Government operations. Jenny possesses a unique blend of client insights and technical proficiency, making her well-equipped to address key financial challenges specific to the Government sector.
